Add ESLint for TypeScript/React linting

- Install eslint, typescript-eslint, eslint-plugin-react-hooks
- Configure eslint.config.js with flat config format
- Add type: module to package.json
- Fix unused variable issues (prefix with underscore)
- Add Makefile targets: lint-frontend, fix-frontend
