Standardize time formatting and avoid string slicing

- Created formatTimeString() utility to properly parse time strings
- Replaced all .slice(0, 5) calls with proper time formatting
- Handles both 'HH:MM:SS' and 'HH:MM' formats safely
- More robust than string slicing
